City of North Vancouver Small-Scale Multi-Unit Housing Changes
Update – July 2025:
The City of North Vancouver has now adopted revised zoning changes for Small-Scale Multi-Unit Housing (SSMUH), following feedback received during the spring engagement period. On June 9, 2025, City Council approved a scaled-back version of the original proposal, focusing only on 19 site-specific zones required under provincial legislation. This revision ensures compliance with the BC Government’s housing rules while allowing time for a broader, community-led discussion on future growth and densification in the city.
The updated bylaw also includes relaxed restrictions on coach houses, offering property owners more flexibility without mandating redevelopment. While the wider rezoning originally proposed in April will not proceed at this time, residents are encouraged to stay involved: the City plans to continue its public engagement on housing and neighbourhood growth over the summer, with changes to the Official Community Plan (OCP) anticipated for Council consideration in the fall.
Please note: Some property owners who were originally notified in April 2025 that their properties would receive new zoning under the draft proposal have since been informed that those changes were not adopted as initially contemplated. Only the 19 zones required by the Province have been rezoned at this stage. The City has begun sending letters to clarify this update and invites affected owners to stay engaged in upcoming planning discussions.

The City of North Vancouver has started informing property owners of their proposed bylaw updates to zoning for Small-Scale Multi-Unit Housing (SSMUH). Roughly 900 properties in the City are impacted, and if adopted, the changes would allow owners to build up to 3, 4, or 6 units on certain properties.
What recent changes have been announced regarding small-scale multi-unit housing in North Vancouver?
In 2023, the Government of British Columbia introduced new housing rules aimed at increasing housing supply throughout the province. One of these rules requires cities to permit small-scale multi-unit housing (up to 3, 4, or 6 units) on specific properties. The City of North Vancouver must rezone impacted properties to comply with this rule by June 1, 2025.
Which properties are affected by these new zoning changes?
In the City of North Vancouver, the new rules apply to properties currently zoned for duplex use - around 900 properties fall under the new small-scale housing zone.
What determines the number of units allowed on a property?
The number of units permitted on a property depends on its location and lot size, categorized by three color-coded areas. The impacted lots can be viewed on an interactive map at the following link:
https://gisext2.cnv.org/SSMUHMAP/
- Yellow Areas: Lots 280 m² and under: up to 3 units will be allowed.
- Blue Areas: Lots over 280 m²: up to 4 units will be allowed.
- Pink Areas: Lots over 280 m² and near frequent transit stops (along the R2 and 240 transit routes): up to 6 units will be allowed.
What does the new zoning allow property owners to do?
Property owners affected by the new zoning will have the opportunity to add more units to their properties if they choose to. Importantly, the changes do not mandate a minimum number of units to be built - property owners can decide whether or not to take advantage of the new options.
Has the City of North Vancouver released any information on the proposed zoning changes?
Yes, the City has published draft zoning amendments that outline the changes to existing bylaws. These drafts are available to help residents and property owners understand how their properties might be impacted and can be viewed here.
When will the new zoning be finalized?
The proposed zoning changes will be presented to City Council for approval later this spring. While public hearings are not allowed due to changes in Provincial legislation, residents can still share their thoughts by submitting feedback to the Council during the notification period.
How can residents provide their feedback on the proposed changes?
Residents can send their comments and concerns via email to citycouncil@cnv.org. The notification period for submitting feedback is from April 23 to May 5, 2025 (12 p.m.).
What should property owners consider moving forward?
Property owners should review the draft zoning changes to understand how their properties might be affected and consider the potential benefits of adding more units. Staying informed about Council decisions and participating in the feedback process can also help ensure that their perspectives are heard.
How might the SSMUH changes impact the value of my home?
The impact on property value will depend on various factors, including the location, lot size, and potential for redevelopment.
